Yes, because Bush wrote this bill, pushed it through Congress, then unethically (if completely legally as it stands) got it piggybacked onto 'port security' legislation no sane Congresscritter would dare vote against.
Please, as bad as this is, will all you people with NO FUCKING CLUE OF HOW THE US GOVERNMENT WORKS please just stop.
