A lot of ppl are there to gamble, thus they wanna see flops (they also arent multitabling and seeing a zillion hands an hour so good hands come by that much quicker to them, so patience is a factor also)
Also live the blinds generally dont effect the PFR as much as the game/stack sizes. I know 5/5 games with a $3k Max Buy and 5/10 with a $5K Max Buy. The opens in 5/5 with the 3 k max where everyone has lots of cash on the table are $60-75 on average (bigger than the 5/10 which is 50-70 usually) Edit: As an example in tonights 5/10 game everyone was limp/call happy so I adjusted my PFRRs accordingly. When $60 got 6 callers, I tried $80 which got 6 again, then $100 which only got 3. I found $100-110 to be the right amount to raise after 2-3 limpers have entered and about $60-75 if no limpers had entered which limited the action down to 1-3 callers max so thats what I began raising
