This depends on the BB's style. Do whatever you think might make him play back at you or call with a worse hand. Some players will raise a SB limp and some are only too happy to see a free flop with any two.
I think limping is only a good play to someone who will raise the SB limp 95% of the time (so that you can come over the top). In general, without reads, raise it up 2-3x and hope they have a hand to call and flop a worse hand. You may get paid off from ANY flopped pair if they see you as trying to steal.
