I've heard that flop bet referred to as the "rootbeer float" technique. Aggressive players hate folding to smallish CBs when you are OOP and the PF aggressor. So if you CB small it's like giving them a rootbeer, and either they make a rootbeer float, or they are tempted to cram it down your throat, sometimes with air.
