I find it very odd that stupid rules are often enforced, but IMPORTANT ones are not. If you say "fuck" at the table - even in if you aren't in the hand and it's not directed at anyone else (ie: "I got fucking lucky there."), you can get a penalty. Oddly enough, by the rules alone, you could say something much worse and direct it at someone else, and that would be ok, as long as the f-bomb wasn't in there.

If you expose one or more of your hole cards during a hand (even heads up), you can get a penalty. If you TELL THE TRUTH when someone asks you what you have, you can get a penalty - but it's ok to lie. This is the most retarded rule I've ever heard. You have to say crap like, "I'd like to tell you thatr I havce pocket Queens, but I'm not allowed to tell the truth, so I won't tell you that." That's fine, of course, since you're not actually saying what you have.

As for what Scotty said, he should know better. That was flat out wrong and he should have been given at least a warning. You just can't do that, even if you are only "joking." The problem is, it would be difficult for either player IN the hand (especially Miami John in this case) to call a floor over, because that could give additional information to the guy making the decision. After the hand though, someone should have said something - AT LEAST directly to Scotty if they didn't want to call a floor.

Did I mention that the rules aren't enforced consistently? That's the worst part of it all... If some people have to play by stupid rules, EVERYONE should have to play by the same stupid rules.
