OR NOT? Here's a note I got back from STARS Hello, For money transfers, we require that both the sender and recipient of the transfer have full account information registered to their accounts. Although your account information is complete, the player to whom you are transferring does not have complete information in their account. We have sent a request to this player to have them update their account information. When this player has updated their account information, please make another request through the client.
