From email:
In a non-rebuy tournament, Alternates can register up until the beginning of the first blind level and will be allowed to be seated up until the end of the second blind level. For players waiting to get into a rebuy event, Alternates can register up until the end of the rebuy period and can be seated up until the end of the Add On period. This is something they are marketing as a service to players. If you are in a NON-REBUY tourney, I would not want anyone to be able to replace someone who is knocked out. That hurts the bottom line, right? In a rebuy, it hurts the player coming in late more than the others who have had more time to accumulate chips. Thoughts?
