The bill law had nothing to do with it. The reason it dropped this year, while all the other events grew, is because the online poker sites weren't able to register their players directly any more. So, lots and lots and lots of the people who won Main Event packages chose to take the $10k and play in multiple smaller WSOP tourneys, rather than blowing it all in one shot. I would have done the exact same thing.
