Dealing With Annoying Min Raises and Bets

When playing SNGs online I generally play $50+$5 9 Player SNGs and $35+$3 6 Player SNGs the most often. I'll dab into the $100 9 player ones and the $112 6 Player ones as well, but generally this disucssion occurs in the $35 and $50 ones.

Some jackass opens the pot for a min raise (and Im talking early here, not where a min raise could be legit)

Blinds 10/20. Jackoff opens for 40, then there is a reraise to 100 (more of a normal raise) in front of you.

Does your range of hands that you will call with change because of this second raise, or does it get as much respect as an original raise to 100?

Another annoying time is when there is a min bet when you plan on checking raising.

For example if there are four players in the pot, you are second to act and flop top two pair. You plan on check raising the PFR, but the guy first to act bets 30 into this 480 pot. You want to just call and hope the PFR will raise and then you reraise, but there are 4 players and a draw on the board, what if he doesn't. You raise right then and take the pot down without getting a normal bet from the PFRer.
